Shekhar Dutt joins India Strategic Editorial Board

20170211_201642Mr Shekhar Dutt, former Governor and Defence Secretary of India, has joined the Editorial Board of India Strategic.

We have a panel of highly distinguished personalities from various fields, and with Mr Dutt joining us, our institution, which works like a think tank, we will be further enriched.

As an Artillery Officer in the Indian Army, Mr Dutt won the Sena Medal (SM) for gallantry in the 1971 Bangladesh Liberation War, and joined the Indian Administrative Service (IAS) later and served in various ministries in New Delhi, his longest tenure being in defence over years of progression.

It was during his tenure that the US-India defence relationship was institutionalised by way of the Defence Policy Group (DPG), Defence Joint Working Group (DJWG) and Defence Procurement and Production Group (DPPG). These mechanisms paved the way for increasing all round co-operation between India and the US in defence and strategic matters.

He initiated the concept of Offsets for India, and also worked towards evolution of Defence Procurement Procedure (DPP) and Defence Procurement Manual (DPM) in the Ministry of Defence. He served as Governor of the state of Chattisgarh from 2010 till 2014.
