India launches second edition of IOS SAGAR to boost maritime cooperation in Indian Ocean Region
New Delhi, March 18. India on March 16 launched the second edition of the Indian Ocean Ship (IOS) SAGAR initiative, reaffirming its commitment to strengthening collaborative maritime security across the Indian Ocean Region (IOR).
According to a statement issued by the Ministry of Defence on March 18, the latest edition comes shortly after the Indian Navy assumed the chairmanship of the Indian Ocean Naval Symposium (IONS) in February 2026. Reflecting this role, the programme has drawn participation from 16 member countries of IONS, expanding the scope of regional naval cooperation.
IOS SAGAR builds on India’s longstanding maritime partnerships and aligns with the government’s vision of SAGAR (Security and Growth for All in the Region) while also contributing to the broader MAHASAGAR framework, which emphasises mutual and holistic advancement in maritime security.
The initiative is designed as an operational engagement platform that allows naval personnel from friendly foreign countries to train and sail alongside Indian Navy personnel aboard an Indian naval vessel. By integrating international participants into onboard activities and structured training modules, the programme aims to enhance interoperability, practical cooperation, and shared understanding of maritime operations.
As part of this edition, naval personnel from 16 partner nations will undergo professional training at Indian naval facilities in Kochi. The training will cover key areas such as naval operations, seamanship, and maritime security.
Following the shore-based training phase, participants will embark on an Indian naval ship for a joint deployment at sea. During the voyage, they will take part in operational exercises, maritime engagement activities, and port visits across the region.
These engagements are expected to deepen professional ties among participating navies, promote the exchange of best practices, and improve collective responses to shared maritime challenges in the Indian Ocean Region.
