India, Russia reaffirm zero tolerance on terrorism
New Delhi, July 9. India and Russia have reaffirmed their commitment to intensifying bilateral and multilateral cooperation against terrorism, strongly condemning the April 2025 terrorist attack in Pahalgam, Jammu and Kashmir, as well as the November 2025 terror incident near Delhi’s Red Fort.
The commitment was reiterated during the 14th meeting of the India-Russia Joint Working Group (JWG) on Counter Terrorism, held in New Delhi on July 8. The meeting was co-chaired by Secretary (West) in the Ministry of External Affairs Sibi George and Russian Deputy Foreign Minister Dmitry Lyubinsky, with officials from relevant ministries and agencies of both countries participating in the discussions.
According to statement issued by the Ministry of External Affairs on July 9, the two sides unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism, and called for coordinated international action against terrorists and terrorist organisations. They also stressed the need for concerted efforts against entities designated by the United Nations Security Council’s 1267 Sanctions Committee, as well as their proxy groups and affiliated networks.
The meeting reflected the continued convergence between New Delhi and Moscow on counter-terrorism, an area that has remained a key pillar of the India-Russia Special and Privileged Strategic Partnership amid evolving regional and global security challenges.
During the talks, both sides exchanged assessments and best practices on tackling terrorism and agreed to deepen cooperation in addressing violent extremism, radicalisation, terror financing and the growing misuse of emerging technologies, including digital financial technologies, by terrorist organisations.
The delegations also reviewed the evolving global and regional terrorist threat landscape and underscored the importance of strengthening collaboration through bilateral mechanisms as well as multilateral platforms. They reaffirmed their commitment to working closely at forums such as the United Nations, BRICS, Eurasian Group on Combating Money Laundering and Financing of Terrorism and the Shanghai Cooperation Organisation to combat terrorism and its financing.
The latest round of dialogue assumes added significance as both countries continue to advocate stronger global action against cross-border terrorism and the misuse of technology by extremist groups.
India and Russia also agreed to hold the next meeting of the Joint Working Group on Counter Terrorism in Russia on a mutually convenient date, reaffirming their resolve to sustain regular engagement on security and counter-terrorism cooperation.
