Thales signs major contract to modernize Mongolia’s air traffic management infrastructure

Thales on July 13, 2026 announced the award of a major contract by Mongolia’s National Civil Aviation Centre (NCAC) for the modernisation of the country’s air traffic management infrastructure, marking a major milestone in aviation development.
This program will support the deployment of a next-generation dual Area Control Center (ACC) architecture in Mongolia. As part of the contract, Thales will supply the advanced air traffic control automation systems for both centers — upgrading the existing ACC in Ulaanbaatar and equipping the new ACC to be established in Sainshand.
Through the provision of these state-of-the-art ATC systems, the project will significantly improve:
- Operational resilience and system redundancies
- Airspace capacity and operational performance
- Cybersecurity of critical infrastructure
- Long-term sustainability through the development of local skills.
This agreement builds on the dynamics of the relationship between France and Mongolia, highlighted in 2025 on the occasion of the 60th anniversary of the establishment of diplomatic relations between the two countries, reflecting the deepening of their bilateral cooperation and the coordinated involvement of key French institutional, financial and academic actors in support of Mongolia’s strategic ambitions.
Beyond the deployment of advanced technologies, this program has a strong focus on human capital development. The National School of Civil Aviation (ENAC) will support local capacity building, with instructors deployed in Ulaanbaatar and Mongolian professionals receiving advanced training in Toulouse (France). In addition, as cyber threats continue to increase globally – particularly in critical aviation infrastructure – the programme includes a dedicated range of cybersecurity services, training and advisory support to strengthen Mongolia’s cyber resilience and long-term operational readiness.
This project is supported by a flexible financing solution established between Bpi France and the Mongolian Trade and Development Bank – TDBM, reflecting the long-term strategic vision that underpins this cooperation. By consolidating the two CCAs into an advanced and unified technology framework, Mongolia is taking a key step towards a more resilient, secure and future-ready air navigation system. This agreement represents a major milestone for the Mongolian aviation sector and is a strong example of strategic international cooperation with a tangible and lasting impact.
