UK Reaffirms £8 Billion Commitment as GCAP Advances Towards Sixth-Generation Fighter by 2035

Partners Report Progress on Aircraft Architecture, AI Integration and Advanced Technologies

Farnborough. The United Kingdom has reaffirmed its commitment to the Global Combat Air Programme (GCAP) with an investment of more than £8 billion over the next four years, providing fresh momentum to one of the world’s most ambitious sixth-generation fighter aircraft programmes being jointly developed with Japan and Italy.

The funding forms part of the British government’s broader £298 billion Defence Investment Plan, aimed at modernising the UK’s armed forces while accelerating development of advanced military technologies.

Speaking during a media briefing at the Farnborough International Airshow, Masami Oka, Chief Executive of the Global Combat Air Programme, said the multinational project remains firmly on schedule, with technologies continuing to mature as development progresses.

Joining him, Marco Zoff, Chief Executive Officer of Edgewing, said the three partner nations have completed major work on defining the aircraft’s overall architecture, establishing a common digital engineering environment and finalising key system requirements.

According to the executives, technology demonstrators covering propulsion, stealth, advanced sensors, avionics and artificial intelligence are progressing simultaneously across the United Kingdom, Japan and Italy.

Long-Term Government Commitment

Oka said all three governments remain committed to meeting the financial requirements of the programme.

The UK’s latest funding announcement reinforces that commitment and represents one of the largest investments in the country’s future combat aviation capability. The government estimates that GCAP already supports around 4,500 highly skilled jobs across Britain while strengthening defence-industrial cooperation with both European allies and partners in the Indo-Pacific.

The programme is expected to deliver an operational sixth-generation combat aircraft by 2035 for the Royal Air Force, the Japan Air Self-Defense Force and the Italian Air Force. The aircraft will eventually replace Britain’s Eurofighter Typhoon fleet and Japan’s ageing Mitsubishi F-2 fighters.

More Than a Fighter Aircraft

GCAP is designed as a complete next-generation combat system rather than simply a new fighter aircraft.

The platform will combine advanced sensors, artificial intelligence, secure digital networking, autonomous systems and next-generation weapons into a highly integrated battlefield capability capable of operating in increasingly contested environments.

Military planners expect future air combat to rely heavily on interconnected platforms sharing information in real time, allowing aircraft, drones and command centres to function as a single combat network.

Programme Built on Equal Partnership

GCAP was formally launched in December 2022 after the United Kingdom, Japan and Italy agreed to merge their separate future fighter initiatives into one collaborative programme.

The UK’s Tempest programme, Japan’s F-X project and Italy’s participation through Leonardo were consolidated to reduce development costs, pool technological expertise and accelerate capability development.

Unlike several earlier multinational fighter programmes, GCAP has been structured from the outset as an equal partnership among the three nations.

Programme oversight is handled by the Global Combat Air Programme International Government Organisation (GIGO), headquartered in Reading, United Kingdom. The organisation coordinates programme management, capability requirements and decision-making among the participating governments.

Industry execution is being led through a joint venture bringing together BAE Systems, Leonardo and the Japan Aircraft Industrial Enhancement Company (JAIEC), ensuring that design, manufacturing and future upgrades are shared while preserving national industrial capabilities.

Stealth, Artificial Intelligence and Loyal Wingmen

The future aircraft is expected to feature an advanced stealth design with significantly reduced radar, infrared and electronic signatures, enabling it to operate more effectively in highly contested airspace.

Powering the aircraft will be adaptive next-generation engines capable of delivering greater fuel efficiency, increased electrical power generation and improved thermal management to support sophisticated onboard electronics.

Artificial intelligence will play a central role in the aircraft’s operation. Rather than replacing the pilot, AI will function as an intelligent digital assistant capable of processing enormous volumes of sensor data, prioritising threats, recommending tactical responses and assisting with mission management.

The fighter is also expected to operate alongside autonomous or semi-autonomous Collaborative Combat Aircraft, often described as “loyal wingmen.” These unmanned platforms could undertake reconnaissance, electronic warfare, suppression of enemy air defences and strike missions while remaining under the control of the crewed aircraft.

Another key design objective is an open architecture that allows hardware and software to be upgraded rapidly throughout the aircraft’s operational life, enabling new sensors, weapons and mission applications to be integrated as threats evolve.

Strategic and Export Significance

Beyond technology, GCAP represents one of the most significant defence-industrial collaborations ever undertaken between Europe and Japan.

The programme strengthens strategic ties between NATO members and an important Indo-Pacific partner at a time of increasing geopolitical uncertainty. For Japan, it reflects a major expansion of international defence cooperation following reforms to its defence export policies. For the UK and Italy, it helps sustain advanced aerospace design, manufacturing and engineering capabilities for decades.

Export success will also be important to the programme’s long-term affordability. While initial production is intended for the three partner nations, additional international customers could significantly reduce unit costs and strengthen the industrial base.

Although officials declined to comment on prospective new members, reports over the past year have suggested that Saudi Arabia and several other countries have expressed interest in participating in aspects of the programme.

The next phase of GCAP will focus on completing the aircraft’s preliminary design, expanding technology demonstrations, finalising production arrangements and preparing for prototype manufacturing later this decade. Despite the technological complexity involved, programme leaders said the partners remain focused on achieving the target in-service date of 2035.
