Rajnath Singh unveils 10-year roadmap for India’s global defence diplomacy
New Delhi, September 3. Defence Minister Rajnath Singh has released ‘RAKSHA’, a comprehensive framework outlining India’s strategic vision and roadmap for strengthening defence partnerships around the world over the next decade.
Unveiled in New Delhi on September 3, the document seeks to align India’s national security priorities with more proactive international defence cooperation, with the broader objective of promoting long-term stability, mutual growth and a rules-based global order.
The framework identifies strategic partnerships, capacity building, indigenous defence exports and maritime security as its four key pillars.
Under strategic partnerships, India will focus on expanding bilateral and multilateral security cooperation with partner countries. The capacity-building component envisages greater emphasis on joint military exercises, training programmes and the exchange of best practices with friendly nations.
The document also places greater emphasis on indigenous defence exports, with the government seeking to promote Indian-made defence platforms and strengthen the country’s position as a reliable global defence manufacturing hub.
Maritime security forms another major component of the roadmap, with the framework envisaging a stronger Indian role as a net security provider and first responder in the Indian Ocean Region.
The Ministry of Defence said the document reflects the growing importance of defence diplomacy as a core element of India’s foreign policy. It provides an actionable vision for the coming 10 years aimed at positioning India as an anchor of peace and stability amid an evolving global security environment.
The release of the framework comes as India seeks to expand defence partnerships, strengthen military-to-military cooperation and promote its domestic defence industry through deeper international engagement.
Chief of Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Secretary (East) in the Ministry of External Affairs Rudrendra Tandon, Vice Chief of Air Staff Air Marshal Ashutosh Dixit, Vice Chief of Naval Staff Vice Admiral Ajay Kochhar and Chief of Integrated Defence Staff to the Chairman, Chiefs of Staff Committee, Air Marshal Tejinder Singh, besides senior officials from the Defence Ministry, Ministry of External Affairs and National Security Council Secretariat, attended the event.
