New Delhi, Sep 17. Officers of the Indian Defence Service of Engineers (IDSE) under the Military Engineer Services (MES) celebrated the organisation’s 77th Raising Day on Sepetmber 17 with a day-long conference in the national capital focusing on ethics, accountability and professional excellence.
The conference, themed ‘Ethics, Accountability and Excellence towards achieving the aim of Viksit Bharat @ 2047’, brought together officials and experts from various government departments, ministries and public sector undertakings.
Representatives from the Ministry of Railways, Central Vigilance Commission, Defence Accounts Department, National Highways Authority of India and public sector undertakings attended the event, the Ministry of Defence said.
Addressing the gathering, Engineer-in-Chief, MES, Lt Gen Vikas Rohella outlined measures being undertaken by the organisation to strengthen ethical practices and accountability in its functioning.
He particularly highlighted the introduction of the Electronic Measurement Book (e-MB) as part of efforts to improve transparency and accountability in the execution and monitoring of works.
Rohella stressed that ethical principles must underpin all stages of public procurement as well as the exercise of discretion by officials. He said decisions taken during government procurement and project execution should be guided by accountability and established ethical standards.
The conference was attended by the wider MES fraternity, including senior officers of the Corps of Engineers and representatives of various cadre associations, including Surveyors, Architects, Barrack and Stores and Administration.
The deliberations formed part of the MES’s continuing emphasis on professional standards, transparency and accountability as it contributes to the government’s broader objective of achieving Viksit Bharat @ 2047, the Defence Ministry said.
