HAL hands over Tejas trainers, HTT-40 aircraft and Dhruv-NG helicopters in boost to indigenous aerospace push
Bengaluru, Sep 18. Hindustan Aeronautics Limited (HAL) has handed over two Light Combat Aircraft (LCA) Tejas Final Operational Clearance (FOC) twin-seater trainers and three HTT-40 basic trainer aircraft to the Indian Air Force (IAF), besides four Dhruv Next Generation (NG) helicopters to Pawan Hans Limited (PHL), marking another step in India’s drive towards self-reliance in aerospace.
The platforms were handed over in the presence of Defence Minister Rajnath Singh and Civil Aviation Minister K Rammohan Naidu in Bengaluru on September 18.
Singh described the handover as an important milestone in the development of India’s indigenous aerospace capabilities and said the objective was to make the country self-reliant and globally competitive in meeting its military and civil aviation requirements.
He said India’s move towards ‘Aatmanirbharta’ (self-reliance) in defence had involved efforts to strengthen both defence public sector undertakings (DPSUs) and private industry, with the government seeking to create a level playing field for the two sectors.
Building an integrated aerospace ecosystem
Singh stressed that self-reliance in aerospace would have to be achieved incrementally because of the complexity and breadth of the sector.
“There can be no sudden ‘big bang’ in the development of aerospace systems,” he said, noting that aircraft development involves a wide range of components and technologies and requires sustained progress across the entire value chain.
He said India needed to develop domestic capabilities in areas such as aircraft design, avionics, propulsion, composite materials, flight-control systems, manufacturing and certification. Such capabilities, he added, would serve both military and civil aviation requirements.
The Defence Minister described the handover as a demonstration of the growing convergence between India’s defence and civil aerospace sectors and called for the creation of an integrated ecosystem capable of supporting both.
Tejas trainer to strengthen fighter pilot training
The two Tejas FOC twin-seater trainers handed over to the IAF are the final two aircraft under the FOC contract.
The trainer variant is intended to strengthen the IAF’s indigenous pilot-training pipeline by allowing trainee pilots to transition to a platform based on the frontline Tejas fighter.
The aircraft retains the core systems and combat capabilities of the frontline platform, providing pilots with an indigenous training continuum before they move into operational fighter roles.
Singh said the Tejas FOC trainer would have an important role in preparing pilots for an increasingly technology-intensive operational environment.
He noted that the character of warfare was changing rapidly, with future air operations expected to depend heavily on information, advanced technology, integrated systems and rapid decision-making.
HTT-40 ends dependence on imported basic trainers
The three HTT-40 aircraft handed over to the IAF are part of India’s effort to meet its basic military pilot-training requirements through an indigenous platform.
The Hindustan Turbo Trainer-40, designed and developed by HAL, is intended to provide initial and basic flying training to pilots of the armed forces.
The turboprop-powered aircraft features a modern cockpit and avionics suite and is designed for activities including aerobatics, general handling, instrument flying, navigation, night flying and close-formation flying.
Singh noted that India had traditionally relied on imported aircraft for basic training but was now manufacturing the HTT-40 domestically to meet the requirements of the IAF.
He also pointed to the aircraft’s potential in international markets, expressing confidence that the HTT-40 could emerge as an export product.
Dhruv-NG enters civil operations
The handover of four Dhruv-NG helicopters to Pawan Hans marks another milestone in HAL’s expansion into the civil and commercial helicopter market.
The Dhruv-NG is configured for civil operations and incorporates upgraded systems, modern avionics and a more powerful engine. It is intended for applications including passenger transportation, emergency medical services and offshore logistics.
Civil Aviation Minister K Rammohan Naidu said the certification and induction of the Dhruv-NG into civil operations represented an important development for India’s indigenous civil aviation ecosystem.
He said the milestone demonstrated the growing ability of Indian industry to develop, certify and support advanced aerospace platforms for commercial applications.
HAL urged to expand across aerospace value chain
Singh described HAL as a key pillar of India’s indigenous aerospace effort, citing its capabilities in aircraft production, helicopter development, overhaul, repair, maintenance and aerospace engineering.
He called upon the company to expand its presence across the entire aerospace value chain, including design, development, manufacturing, certification, lifecycle support and global marketing.
He also stressed the importance of adhering to realistic timelines in technically complex projects, warning that delays could create capability gaps, increase costs and raise the risk of technologies becoming obsolete before projects are completed.
Focus on next-generation technologies
The Defence Minister called for greater emphasis on research and development, urging young scientists, engineers, designers, test pilots and technicians to work on technologies that do not currently exist.
He said India would need to develop advanced capabilities over the next decade if it was to establish a stronger position in the global aerospace technology landscape.
Singh also called for closer cooperation between the public and private sectors, saying they should be viewed as partners rather than competitors.
He identified artificial intelligence, autonomous systems, unmanned aerial systems, electronic warfare, cyber technologies and next-generation propulsion as areas requiring greater indigenous development and integration.
HAL Chairman and Managing Director Ravi K said the handover of the Tejas FOC twin-seater trainers, HTT-40 aircraft and Dhruv-NG helicopters demonstrated the company’s ability to develop and deliver platforms for diverse defence and civil requirements.
Civil and military aerospace capabilities converge
The significance of the September 18 handover extends beyond the delivery of nine aircraft and helicopters. The platforms represent three different stages of the aerospace ecosystem – from basic military pilot training and fighter conversion training to civil helicopter operations.
The Tejas trainers provide an indigenous pathway into frontline fighter operations, the HTT-40 addresses the armed forces’ basic training needs, while the Dhruv-NG expands the application of Indian aerospace technology into the commercial and civil aviation sector.
The government’s emphasis on developing common capabilities in areas such as avionics, propulsion, composites, flight controls, manufacturing and certification reflects an effort to create an aerospace industrial base that can serve both defence and civilian markets.
Chief of the Air Staff Air Chief Marshal AP Singh, Defence Production Secretary Sanjeev Kumar and Civil Aviation Secretary Samir Kumar Sinha were among those present at the ceremony.
