India, Germany sign defence industrial roadmap, deepen military cooperation

Berlin, April 22. India and Germany have taken a significant step forward in their evolving defence partnership, with the signing of a Defence Industrial Cooperation Roadmap and a new arrangement on UN peacekeeping training during talks between Defence Minister Rajnath Singh and his German counterpart Boris Pistorius in Berlin on April 22.

The meeting, held at the German Federal Ministry of Defence, underscored the growing strategic convergence between New Delhi and Berlin at a time when both countries are recalibrating their security postures amid global uncertainty and shifting geopolitical alignments.

Expanding a mature defence relationship

India and Germany share a defence relationship that predates their formal Strategic Partnership, which completed 25 years this year, alongside the 75th anniversary of diplomatic ties. Historically anchored in training exchanges, technology dialogue and maritime cooperation, the partnership has in recent years acquired sharper industrial and operational dimensions.

German firms such as ThyssenKrupp Marine Systems and Airbus Defence and Space have been long-standing participants in India’s defence modernisation ecosystem. Germany’s expertise in submarines, advanced engineering systems, precision manufacturing and niche defence technologies aligns closely with India’s push for co-development and co-production under its self-reliance drive.

During the talks, both ministers identified priority areas for joint development of defence equipment, particularly in specialised and emerging technology domains. They also reaffirmed that deeper military-to-military engagement remains a central pillar of the strategic partnership.

Institutionalising defence industry and training cooperation

A key outcome of the meeting was the exchange of the Defence Industrial Cooperation Roadmap, intended to give structured direction to collaboration between Indian and German defence industries. Alongside this, an Implementing Arrangement for cooperation in UN peacekeeping training was also concluded, signalling joint intent to contribute to global stability through capacity building.

The German side welcomed the institutionalisation of service-level staff talks and greater regularity in bilateral exercises. India, for its part, invited the German Air Force to participate in the next edition of Exercise Tarang Shakti, scheduled to be held in India later this year, reflecting a widening ambit of operational engagement.

Leveraging the India–EU security framework

The discussions also took note of the recently concluded European Union-India Security and Defence Partnership, which both ministers agreed could serve as a multiplier for bilateral cooperation. They expressed intent to use this framework to generate tangible outcomes not only between the two countries but in the wider European context, enhancing regional stability and joint capabilities.

Rajnath Singh described his visit as a symbol of “deep friendship, synergy and trust”, noting that the defence relationship had gathered momentum particularly since Pistorius took office as Germany’s defence minister.

Shared outlook on global stability and terrorism

Against the backdrop of global instability, Singh observed that India and Germany have emerged as pillars of economic and political stability. He also stressed the need for an unequivocal global stance against terrorism in all its forms, a position that resonated in the broader security dialogue.

Ceremonial honours and symbolism

Earlier in the day, the Indian Defence Minister laid a wreath at the Bundeswehr Memorial, paying homage to German soldiers who died in the line of duty. He was also accorded a ceremonial guard of honour on arrival at the ministry – gestures reflecting the warmth and respect underpinning the bilateral relationship.

A broad-based strategic partnership

While defence now occupies a more prominent space, India-Germany ties span trade and investment, green energy, higher education, innovation, development cooperation, and cultural exchanges. The expanding defence engagement adds a strategic layer to a relationship already marked by depth, technological complementarity and shared democratic values.

The Berlin meeting signals that India and Germany are moving beyond dialogue towards structured, industry-backed and operationally relevant defence cooperation – a trajectory likely to shape the next phase of their strategic partnership.
