Nation mourns Shekhar Dutt: Decorated veteran and visionary administrator passes away
New Delhi. Shekhar Dutt, a decorated soldier and esteemed civil servant whose career spanned frontline combat to the highest echelons of Indian governance, passed away on July 2 in New Delhi following a health issue. He was 79.
Dutt belonged to the 1969 batch of IAS from the Madhya Pradesh cadre. He became a short service commission officer in the Indian Army. He was awarded the Sena Medal for gallantry while serving with the 218 Medium Regiment during the India-Pakistan War of 1971.
He held various posts in the Madhya Pradesh government, including Principal Secretary in the Department of Tribal and Scheduled Caste Welfare and Principal Secretary, Departments of School Education, Sports and Youth Welfare.
Dutt was appointed Secretary of the Department of Ayurveda, Yoga, Naturopathy, Unani, Siddha & Homeopathy in the Ministry of Health and Family Welfare of India. As Director General of the Sports Authority of India, Dutt played a key role in the hosting of the Afro-Asian Games in Hyderabad in November 2003.
He eventually became the Joint Secretary in the Department of Defence Production and later took over as the Defence Secretary of India in 2005. In July 2007, Dutt retired as Defence Secretary and was appointed Deputy National Security Adviser for a two-year term.
In September 2009, Dutt was named to the board of trustees of DeSales University.
On January 23, 2010, he assumed the office of the Governor of Chhattisgarh, a post in which he served till his resignation on June 18, 2014.
Dutt was a distinguished Member of India Strategic’s Editorial Board.
Authorities and leaders across India mourned his passing. The Ministry of Defence offered full state honours and recognised him as “a decorated soldier and visionary administrator”.
Chhattisgarh Chief Minister Vishnu Deo Sai expressed deep sorrow, remembering Dutt as “a skilled administrator, visionary, and a person fully dedicated to the service of the country”, praising his simplicity and administrative acumen.
Dutt’s integrity, humility, and visionary leadership have left indelible imprints on India’s defence infrastructure, national security strategies, and state governance. He will be remembered not only for his distinguished service but for his deep commitment to the nation.
