Qatar says progress made toward US-Iran talks on ending war

By R Anil Kumar

Doha/Washington/New Delhi/Bengaluru, August 4, 2026. Qatar said on August 4, that efforts to end US-Iran war were making progress, driving oil prices lower, although Tehran has denied President Donald Trump’s assertion that talks are already under way.

Benchmark Brent crude fell more than 4% after the comments from Qatar, extending Monday’s steep losses on hopes that an arrangement could soon be reached to restore traffic through the blockaded Strait of Hormuz.

Secretary of State Marco Rubio

But for now, the strait remained virtually shut, with another ship coming under attack while trying to cross it.

Trump said on August 3, that talks with Tehran had started and Iran faced a “last chance” to reach a deal. Iranian officials insisted no negotiations with the United States were taking place.

Instead, Iran’s Foreign Ministry spokesperson Esmaeil Baghaei spoke only of talks with Oman over transit through the Strait of Hormuz, saying they had been positive and were continuing. These were focused on designating safe inbound and outbound lanes, state media quoted him as saying. He added the route being negotiated was aimed at ensuring the sovereign rights and national security of both Iran and Oman.

Treasury Secretary Scott Bessent

Nevertheless, senior US officials struck an optimistic tone, with Treasury Secretary Scott Bessent and Secretary of State Marco Rubio both pointing to progress in discussions aimed at reopening the Strait of Hormuz, a corridor that normally carries about a fifth of global oil and liquefied natural gas shipments.

“There’s been progress made in those talks, but not finality yet. We’re hoping that will happen very shortly,” Rubio told reporters at the State Department.

Bessent said a deal with Iran on reopening Hormuz could be reached by Tuesday or Wednesday.

Qatar’s Foreign Ministry spokesperson Majed al-Ansari said diplomatic contacts had reached “very progressive stages.”

He said mediators including Qatar, Pakistan and Oman were coordinating closely to facilitate negotiations and exchange draft proposals between Washington and Tehran.

“Our sole goal at this moment is to make both parties at least agree to start talking.”

Trump’s comments followed his weekend decision to cancel plans for what he described as “massive attacks” on Iran, extending a pattern in which he has threatened major military action before pulling back and pointing to diplomatic contacts.

SHIPPING RISKS REMAIN

Iran has halted most traffic through Hormuz while Washington maintains a blockade of Iran-related shipping and ports.

Yemen’s Iran-aligned Houthis have also imposed a naval blockade on Saudi Arabia in the Red Sea, further restricting oil export routes.

A cargo vessel reported being struck by an unidentified projectile near the Strait of Hormuz off Oman’s coast, according to the UK Maritime Trade Operations (UKMTO) maritime security agency. Maritime sources said on Tuesday the vessel was a dry bulk ship. Its crew abandoned the vessel and one seafarer was missing.

Later on Tuesday, India’s Shipping Minister Sarbananda Sonowal wrote on X that a projectile had hit and sunk an Indian vessel near Yemeni waters, with all 14 on board rescued by Yemen’s coast guard.

Iran has long demanded control over Hormuz, which it says it should share with Oman on the opposite shore. But Tehran rejected an Omani proposal last week that would have allowed shared oversight and the collection of voluntary fees from ships.

A senior Iranian source said Tehran is seeking full control over inbound shipping and visibility over outbound traffic, with the ability to intervene if necessary.

Giving Iran such control would be a major shift in the regional balance of power and make it more difficult for Washington to argue that “Operation Epic Fury”, which Trump launched alongside Israel in February, had weakened Washington’s longstanding foe.

Concerns are mounting about the sustainability of the US military campaign. The US Army has used up much of its stockpile of highly accurate long-range missiles during the war, according to three people familiar with the data, raising concerns about the military’s readiness for future conflicts.

PROLONGED PAIN

Gulf officials and analysts say Iran is betting it can outlast Washington by turning the region’s trade routes, shipping lanes and energy infrastructure into pressure points that steadily raise the cost of confrontation.

“Their big advantage is that they can hurt the regional states and the global economy,” said Michael Knights of the Washington Institute.

Iran has publicly rejected negotiations with Washington since the early July collapse of a memorandum of understanding the two sides signed the previous month.

Trump has yet to achieve the objectives he set out at the start of the war: dismantling Iran’s nuclear programme, curbing its ability to attack regional rivals and creating conditions for Iranians to overthrow their clerical rulers.

India condemns attack on Indian-flagged vessel in Red Sea; all 14 crew members, including 13 Indians, rescued

Meanwhile, India on August 5 strongly condemned the attack on Indian-flagged commercial vessel MSV Faize Noore Oliya, which sank in the Red Sea off the coast of Yemen after being struck by a projectile. The Ministry of External Affairs (MEA) confirmed that all 14 crew members, including 13 Indian nationals, were rescued safely by the Yemeni Coast Guard.

The MEA said the attack on the vessel was deeply condemnable and noted that the Indian Embassy in Riyadh is closely monitoring the situation while coordinating with the Yemeni authorities to ensure the safety and security of the rescued crew.

The Ministry expressed gratitude to the Yemeni authorities for their prompt support in the rescue operation and assistance provided to the crew members.

In a post on X, Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal said that the vessel was hit by a projectile near Yemeni waters, causing it to capsize and sink. He termed the incident an “unprovoked attack” on a defenceless mechanised sailing vessel.

“The safety of our people is our supreme priority,” Sonowal said, adding that all 14 seafarers, including 13 Indians, had been rescued safely by the Yemeni Coast Guard and brought to the Port of Mokha.

The Minister said he had directed the Director General Maritime Administration (DGMA) to immediately coordinate with all concerned agencies to ensure the security of Indian seafarers operating in the region and provide all necessary assistance to the rescued crew members.

Expressing concern over the recurring attacks on commercial vessels in the region, the MEA said such incidents are deeply worrisome and called for an immediate end to the targeting of commercial shipping.

The Ministry stressed that free and unimpeded navigation and commerce through international waterways must be restored at the earliest in accordance with international law.
