New Delhi. Indian aerospace and defence electronics company Samtel Avionics Ltd. and Japan’s BULL Co. Ltd. signed a Memorandum of Understanding (MoU) on October 15 to explore solutions for mitigating space debris by combining their respective technologies for post-mission satellite disposal and active debris removal.
The agreement establishes a framework for evaluating the integration of BULL’s proprietary passive post-mission disposal (PMD) technologies with Samtel’s satellite platforms, space debris mitigation concepts, debris removal vehicles (DRVs) and associated systems. The collaboration aims to develop practical and sustainable solutions to improve the long-term safety and sustainability of activities in outer space.
Under the MoU, the two companies will examine technical requirements, system interfaces, customisation and integration options, development milestones and potential future implementation. Depending on the outcome of the initial assessment, they may also explore cooperation in product development, manufacturing, licensing, supply and commercialisation.
The companies may additionally pursue selected customer opportunities involving the attachment of BULL’s passive PMD devices to space debris already in orbit, using Samtel’s debris removal vehicles or related systems. Such initiatives will be assessed separately and will require mutual written agreement, while remaining subject to technical, commercial, export-control and regulatory requirements.
Addressing the media here, Puneet Kaura, Managing Director and CEO of Samtel Avionics, described the agreement as a landmark initiative, highlighting the growing challenge posed by space debris to the sustainable development of the global space economy.
Through the partnership, Samtel aims to explore scalable solutions that combine BULL’s passive disposal technologies with its own capabilities in satellite systems and debris removal concepts, while strengthening India-Japan cooperation in space sustainability, Kaura said.
Masakazu Koyanagi, Vice-President of Corporate Development at BULL, welcomed the collaboration, saying it would bring together the Japanese company’s passive post-mission disposal technologies and Samtel’s satellite platforms, debris mitigation concepts and removal systems. He expressed optimism about further collaborative opportunities.
The proposed partnership comes amid growing international attention to the accumulation of debris in Earth’s orbit and the need for effective measures to reduce collision risks and ensure the sustainable use of space. By exploring the integration of passive disposal mechanisms with active debris removal capabilities, the two companies intend to assess potential approaches to addressing the challenge across different stages of a spacecraft’s operational life.
