Cubic Appoints Frank Wiercinski as Senior Vice President and Managing Director of Asia-Pacific Region

San Diego. Cubic Corporation March 10 announced the appointment of Frank Wiercinski as Senior Vice President and Managing Director, Asia-Pacific region of Cubic Global Defense (CGD).

In his new role, Wiercinski will manage Cubic’s Pacific region international customer base with emphasis on growth and expansion into new markets including Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and integrated training.

Prior to joining Cubic, Wiercinski was the Vice President of Army and Special Operations Forces programmes at Lockheed Martin Government Affairs, based in Washington DC, where he managed high-level senior engagements as well as supported both domestic and international business development.

“International business and customers are critical to Cubic’s success as we have multiple product lines spanning across the world,” said Bill Toti, President of Cubic Global Defense. “With Frank’s extensive expertise and keen understanding of the rich blend of cultures in the Asia-Pacific region, we look forward to reinforcing and expanding our operations to serve our customers even better.”

Wiercinski was commissioned in the US Army as an Infantry Officer, commanding at every level through Theater Army Command. He conducted operations in three combat theaters including Panama, Iraq and Afghanistan; served on the Joint Staff as the Chief of Regional Special Operations (J3); and was the principle director for Near East and South Asia Affairs Policy, Office of the Secretary of Defense for Policy. Furthermore, Wiercinski spent the last nine years of military service focused in the Indo-Asia-Pacific region, with duty as both the Commanding General of US Army–Japan, and culminated his military career as the Commanding General, US Army, Pacific. In 2013, Wiercinski retired from the US Army after 34 years of service at the rank of Lieutenant General.

Wiercinski is a 1979 graduate of the United States Military Academy at West Point, New York and has received numerous US military awards and decorations, as well as decorations from Canada, South Korea, Japan, Taiwan and the Republic of the Philippines. He served as a senior advisor to Dawson Technical Corporation, and is currently a member of the Chaminade University Board of Governors and the Military Affairs Committee of the Honolulu Chamber of Commerce.

In addition, Mike Kelly, former senior vice president of business development, international programs at CGD, has been appointed to Senior Vice President and Managing Director of Europe, Middle East and Africa (EMEA). Kelly joined Cubic in 2002 and has held various leadership positions within the company including Vice President and Chief of Staff of Cubic Corporation, Senior Vice President of strategy and development for Mission Support Services and Vice President of business development and strategy for Cubic Defense Applications with emphasis in the MEA region. Prior to joining Cubic, Kelly held several management positions with SAIC, including General Manager of SAIC’s joint venture in Saudi Arabia.
