Modi unveils Vision MAHASAGAR as India and Mauritius enhance ties to ‘Enhanced Strategic Partnership’

NEW DELHI. In a landmark event in Mauritius on March 12, Prime Minister Narendra Modi announced a Vision MAHASAGAR even as India and the Indian Ocean nation elevated their bilateral relations by establishing an ‘Enhanced Strategic Partnership’ and signing eight agreements across various sectors, including maritime security, trade, and capacity building. The accords were finalised during Modi’s visit to Mauritius, where he attended the National Day celebrations as the chief guest.

During a joint media briefing with his Mauritian counterpart Navinchandra Ramgoolam, Prime Minister Modi announced India’s new vision for the Global South, termed ‘MAHASAGAR’ (Mutual and Holistic Advancement for Security and Growth Across Regions). This initiative aims to promote trade for development, capacity building for sustainable growth, and mutual security for a shared future, with Mauritius recognised as an important partner of India.

Modi’s announcement of Vision MAHASAGAR marks a significant milestone in India’s foreign policy, particularly in the Indo-Pacific and Indian Ocean Region (IOR). The vision aims to foster economic growth, regional security, and sustainable development, reinforcing India’s role as a key partner in the Global South. The choice of Mauritius as the launchpad for this initiative underscores the historical, strategic, and economic importance of the island nation in India’s maritime diplomacy.

Mauritius is a critical partner in India’s outreach to the IOR, serving as a gateway to Africa and a key node in regional maritime security. By unveiling Vision MAHASAGAR here, Modi reinforced India’s commitment to maritime cooperation, countering security threats such as piracy, illicit trafficking, and unilateral military expansionism in the region. The vision complements India’s Security and Growth for All in the Region (SAGAR) doctrine and the Indo-Pacific Oceans Initiative (IPOI), strengthening India’s influence as a stabilising power.

Launching Vision MAHASAGAR in Mauritius also highlights India’s commitment to its historical partners rather than aligning solely with major powers. It signals India’s focus on regional self-reliance and South-South cooperation, advocating a multipolar world order.

The agreements signed between the two nations on March 12 encompass cooperation in maritime security, trade in national currencies, and capacity building, reflecting a commitment to strengthen people-to-people ties and enhance strategic and economic relations.

In recognition of his efforts to strengthen bilateral ties, Prime Minister Modi was conferred with the Grand Commander of the Order of the Star and Key of the Indian Ocean (GCSK), Mauritius’s highest national honour. Expressing his gratitude, Prime Minister Modi dedicated the award to the 1.4 billion people of India, highlighting the shared history and enduring friendship between the two countries.

This visit and the initiatives launched are expected to further cement the relationship between India and Mauritius, fostering cooperation in key areas and contributing to the stability and prosperity of the Indian Ocean region.
