Giving security training an edge

The Rashtriya Raksha University aims to become a global address for education in security matters

Bengaluru, March 24. In a significant step towards realizing Prime Minister Narendra Modi’s vision of Security and Growth for All, Rashtriya Raksha University (RRU), a four-year-old national security and police university in India — has been diligently training security personnel from India and abroad in matters of internal security, correctional administration and policing.

“The RRU aims to become a global address for education in security matters.

Prime Minister Narendra Modi has designated RRU as a centre of excellence for national security and defence management.

The University with an aim of becoming an academic-research-training ecosystem for security and police, endeavours its focus on highly professional security, police education, research, and training through its qualified civilian and security faculty, committed human resources, motivated participants and students, intellectually stimulating and professional disciplined environment, and world-wide network, sharing, and exchange.

RRU aims at providing security and strategic education in the contemporary and futuristic security and strategic studies and interdisciplinary areas.

The University contributes to vision of India of Peace, Prosperous and Stable World in alliance with grand strategic cooperation between like-minded nations and promoting greater understanding between senior security, police officers, diplomats, civil servants and civilians to promote the cause of the Nation.

It adopts a two-tier approach, at the national and international levels, in its education, research and training, and extension in order to achieve capabilities to respond to the needs, expectations, and aspirations of the security and strategic institutions and forces as well as law-making, governance, judiciary, economy and the civil society organizations.

Cyber security remains a priority for the foreign security personnel and officials who come to RRU. They are also trained in behavioural sciences, forensic investigations, foreign languages, strategy, artificial intelligence, drug trafficking and human trafficking,” says Prof Bimal Patel, Vice-Chancellor of the University, Addressing a Media Conference Via Video-conferencing, in Bengaluru.

Under this programme, security personnel and other officials from friendly countries including Japan, Singapore, New Zealand, Portugal, Oman, Indonesia, Iraq, Afghanistan, Bangladesh, Maldives, Sri Lanka, Kenya, Morocco, Mozambique, Seychelles, Egypt, Jordan, Ecuador, Tanzania, Zambia and others are trained in various courses related to security, and law and order.

“This year, we have curated long-duration programmes extending for three months for friendly countries from Latin America. It is for the Government of India to decide, which country will benefit from these programmes,” explains Patel, who is a member of National Security Advisory Board of India (NSAB) and United Nations International Law Commission.

Nepal, Cambodia and Nigeria are three countries that have sent the maximum number of security personnel and officials to RRU that now looks to extend its reach by opening new campuses in Jammu and Kashmir, and Dubai.

In the last two years, nearly 1,200 foreign officials from various security and law enforcement agencies of 75 countries have benefitted from our short-duration training programmes for one-three months, says Dr. Patel.

With these landmark initiative, Rashtriya Raksha University continues to set new benchmarks in financial crime education and economic security, furthering India’s commitment to safeguarding its financial ecosystem.

Rashtriya Raksha University Launches Masters Course in Financial & Economic Crimes

Rashtriya Raksha University, an Institute of National Importance under the Ministry of Home Affairs, has launched a one-year flagship hybrid program, Masters in Financial and Economic Crimes.

Designed for working professionals, the program has been structured in collaboration with the Indian Institute of Corporate Affairs.
Announcing this at a press conference in Bangalore via videoconferencing, Vice Chancellor Prof. Bimal N. Patel stated that the course has the concurrence of financial regulators like RBI, SEBI, and law enforcement agencies such as CBI, NIA, PFRDA, and IRDAI. He emphasized that the program is a strategic initiative to prevent, reduce, and control financial and economic crimes.

The Master’s in Financial and Economic Crimes (MFEC) Program

Rashtriya Raksha University (RRU), an Institution of National Importance under the Ministry of Home Affairs, Government of India, engaged with the media today (24 March), to introduce its first-of-its-kind hybrid program for working professionals – the Master’s in Financial and Economic Crimes (MFEC). This pioneering program is being launched in collaboration with the Indian Institute of Corporate Affairs (IICA), Ministry of Corporate Affairs.

Following this, Professor (Dr.) Bimal N. Patel, Vice-Chancellor of RRU, addressed the media, providing detailed insights into the MFEC program and its significance.

He emphasized that the true beneficiaries of this program are every citizen striving for financial and economic growth, as economic stability is fundamental to individual and national progress. Highlighting the relevance of this initiative, he stated that as India’s states continue to achieve substantial economic and financial growth, it is imperative for the country and its academic institutions to introduce specialized programs that equip professionals to combat financial crimes effectively.

RRU considers the Financial and Economic Crimes program a foundational strategy to help prevent, reduce, and control financial and economic offenses, he remarked.

He elaborated on the program’s structure, benefits, syllabus, and modules, emphasizing how top-tier faculty members, industry experts, and advanced investigative tools would provide participants with practical and hands-on learning experiences.

Dr. Patel further stated that cutting-edge technologies would be made available to all participants, making the MFEC program a unique and distinguished offering. He stressed that the country needs a dedicated cadre of financial crime practitioners who will actively prevent, reduce, and control financial offenses, ensuring a robust financial ecosystem.

He also spoke about the emerging global economic order, asserting that in the near future, there would be no place for individuals or entities that undermine financial and economic stability, particularly in the Global South.

Dr. Patel reiterated that educational ecosystems like RRU, which bring together industry leaders and government organizations, are best suited to offer such programs, contributing meaningfully to the vision and mission of the nation.

In addition to discussing the MFEC program, Dr. Patel also provided a detailed overview of RRU’s various academic programs and campuses. Dr. Patel highlighted that Rashtriya Raksha University maintains a 93% placement rate across its various campuses.

The University headquartered in Gandhinagar, Gujarat, has campuses in Shivamogga, Karnataka, Arunachal Pradesh, Lucknow, and Puducherry. Dr. Kaveri Tandon, Director of the Shivamogga campus, expressed appreciation for the Karnataka government’s strong support for RRU’s academic initiatives in the State.

New campuses

RRU also runs 40-odd courses including those for upskilling and reskilling 1,000-odd personnel from Indian armed forces, paramilitary, law and order agencies, diplomatic corps, civil services and civilians.

“The human resource required for national security and police is being trained and readied through courses offered in 10 schools of the university that teach smart policing, security in defence, strategic studies, artificial intelligence, cyber security, coastal and marine police, behavioural science, forensic investigations, criminal and military laws, physical education, applied science, engineering and technology.

RRU, that operates campuses in Lucknow (Uttar Pradesh), Shivamogga (Karnataka), Puducherry, Pasighat (Arunachal Pradesh) and Gandhinagar (Gujarat), is now in advanced stages to set up a campus in Jammu and Kashmir, and an offshore centre in Dubai.

“We are in the process of opening a new campus in Jammu and Kashmir. We have requested assistance from the State government for the starting of the campus from July 1, 2025. In Dubai too, we will begin offering diploma courses in smart policing and behavioural sciences,” the VC added.

Following Dr. Patel’s address, Dr. Neeraj Gupta, Head of the School of Finance & Management at IICA, discussed emerging challenges in the financial and economic domain and elaborated on how the MFEC program will play a crucial role in addressing and resolving these complex issues.

The session concluded with Dr. Kaveri Tandon, Director who expressed gratitude to the Home Minister, Mr. Rajesh Goyal (Former Home Secretary, Government of Karnataka), and the Government of Karnataka for their support in making this initiative a reality.
